This European Union Public Licence (EUPL) version 1.2 may be used by any
person who complies with the conditions set out in this licence.

Any person that exercises rights granted under this EUPL licence shall accept the
obligations attached to those rights and shall refrain from any act that conflicts
with the purposes of the European Union's free and open source software
policy.

The European Union Commission may publish other linguistic versions or new versions of
this EUPL, provided that they are consistent with the spirit and the
principles of the EUPL.

The European Union Commission may publish updated versions and new
revisions of this EUPL in the future.

The European Union institutions and bodies shall use the EUPL version
1.2 for the development, deployment and distribution of software developed by or
for them.

## Preamble

The European Union Public Licence (EUPL) is a free software licence that
grants the recipients extensive rights to use, reproduce, modify, distribute
and sublicense the software, subject to the conditions set out in this licence.

The EUPL is compatible with the General Public Licence (GPL) version 3 and
the Affero GPL version 3.

## Definitions

For the purposes of this licence, the following definitions shall apply:

1. **"Software"** means any computer program or work protected by copyright law,
whether in source or object code form, that is made available under the terms
of this licence.

2. **"Derivative Works"** means any work, whether in source or object code
form, that is based on the Software or a portion thereof, or that results
from the Software or a portion thereof, or that is a modification, translation,
adaptation, improvement, combination or other transformation of the Software.

3. **"Licensor"** means the natural or legal person that grants the rights
under this licence.

4. **"Licensee"** means the natural or legal person that receives the
rights granted under this licence.

5. **"Distribution"** means any act of making the Software available to third
parties, whether by sale, rental, lease, lending, sub-licensing or any
other form of dissemination.

## Scope of the Licence

1. **Grant of Rights**

The Licensor hereby grants to the Licensee a worldwide, non-exclusive,
royalty-free, perpetual and irrevocable right to use, reproduce,
modify, distribute and sublicense the Software, subject to the conditions set
out in this licence.

2. **Obligations of the Licensee**

The Licensee shall:

a) Keep intact all copyright, trademark and other notices relating to the
   Software;

b) Include a copy of this licence with any distribution of the
   Software;

c) Provide clear attribution to the Licensor in any Derivative Works;

d) Make available the source code of any Derivative Works to the
   Licensor upon request.

3. **Limitations of Liability**

The Software is provided "AS IS", without warranty of any kind, express or
implied, including but not limited to the warranties of merchantability,
fitness for a particular purpose and noninfringement.

In no event shall the Licensor be liable for any claim, damages or other
liability, whether in an action of contract, tort or otherwise, arising
from, out of or in connection with the Software or the use or other
dealings in the Software.

## Duration and Termination

This licence is granted for the duration of the copyright in the Software.
The licence shall terminate automatically upon breach of any of its terms and
conditions.

## Final Provisions

This licence constitutes the entire agreement between the parties with respect to the
Software. If any provision of this licence is found to be invalid or
unenforceable, the remaining provisions shall remain in full force and effect.

This licence shall be governed by the law of the European Union.
